SAN JUAN CAPISTRANO, Calif. (Sept. 4, 2025) – Jamboree Housing Corporation (Jamboree), a leading community development organization that develops, acquires, renovates, and manages permanently affordable rental and ownership housing throughout California, today celebrated the grand opening of the 50-unit Salida del Sol complex located at 32410 Paseo Adelanto in San Juan Capistrano. The new development is among the first in the nation to combine an affordable housing community with a city hall, removing barriers to access for vulnerable populations to receive fully funded, ongoing supportive services.
Salida del Sol is a groundbreaking public-private partnership between Jamboree and the City of San Juan Capistrano, part of a shared commitment to helping end homelessness in Orange County. On-site supportive services will be provided for residents, including formerly homeless individuals, veterans, and those living with a mental health diagnosis through the Mental Health Services Act (MHSA).
“Salida del Sol isn’t just where I live, it’s where I got my dignity back,” said Ryan Daughtry, a resident. “This community has become the stepping stone that helped me reconnect with my family and rebuild my life.”
Building on that perspective, city leaders emphasized the importance of this unique collaboration for the San Juan Capistrano community.
“Salida del Sol represents the very best of what can be achieved through partnership,” said Troy Bourne, Mayor of San Juan Capistrano. “By working side by side with Jamboree, the San Juan Capistrano City Council has advanced its goals of reducing homelessness and expanding affordable housing while also providing our community with a new City Hall. Salida del Sol is a model for what local government and nonprofit collaboration can deliver, and I hope other cities will follow San Juan Capistrano’s example by bringing similar developments into their own communities.”

In addition to delivering a state-of-the-art City Hall which increases public accessibility to the City of San Juan Capistrano, Salida del Sol ends the risk of homelessness for our veterans, teachers, and neighbors,” said Supervisor Katrina Foley. “Seventy-five percent of the residents in Salida del Sol already live in San Juan Capistrano, or our neighboring cities in the Fabulous Fifth District. When we commit to developing affordable housing for our residents, we support the workforce that keeps Orange County’s economy moving forward.”
Federal leadership also spoke to the project’s broader policy significance and its role as a model for the nation. That support is reflected in the design of Salida del Sol itself, a community that combines affordable housing with city services in one groundbreaking development.

It’s a community where veterans with HUD-VASH vouchers, homeless individuals, and those living with mental health challenges can access trained professionals, medical and support services, and the stability they need to thrive. This venture demonstrates how a single project can transform lives by pairing affordable housing with onsite services in a supportive and stable environment. By integrating supportive housing with a new City Hall, San Juan Capistrano is showing cities across the nation that addressing the housing crisis and strengthening communities are not competing goals.”
Located on a 2.22-acre portion of San Juan Capistrano’s existing city hall site, Salida del Sol is designed around a large open courtyard with a 45,593-square-foot elevatored residential building. Forty 557-square-foot units are designated for formerly unhoused individuals and veterans earning up to 30% of the area median income (AMI) and nine additional units for households earning up to 50% AMI. Of the units designated for those coming from homelessness, 24 are set aside for those living with a mental health diagnosis who are referred by participating agencies. The 40 households with Project Based Vouchers (PBV) or Veterans Administration Supportive Housing Vouchers (VASH) will pay rent based on 30% of their income, not to exceed $887-$1,479 per month, depending on unit size.
Formerly homeless individuals living in permanent supportive housing have access to Salida del Sol’s complete wraparound supportive services coordinated by Jamboree’s Community Impact team, which are delivered in a trauma-informed, harm-reduction environment tailored to the unique needs of each resident. This includes medication management assistance, mental health counseling, life skills education, and opportunities for social connections and meaningful activities that will keep them active, stable and thriving in their local neighborhood. Services are provided by organizations such as Telecare Home First Central, the Orange County Health Care Agency’s Full Service Partnership (FSP), and Orange County’s Veterans Administration Housing and Urban Development Veterans Affairs Supportive Housing team.

In front of the residential courtyard and community garden is a 16,021-square-foot city hall, which replaces the 50-year-old temporary structure. Common areas include a lobby, conference rooms, and storage areas, plus 60 spaces of onsite parking for staff and visitors. The integration of housing in close proximity to city officials is part of the partnership’s effort to normalize support services within the urban civic context, closing gaps and strengthening community ties between vulnerable populations and middle- and upper-income households.
Salida del Sol and the new city hall also combine cutting-edge renewable energy technology, sustainable design and construction techniques and materials, and green operational practices. Jamboree was awarded $1 million from the California Energy Commission (CEC) to incorporate sustainable design features in predevelopment through CEC’s Electric Program Investment Change (EPIC) grant.
In addition to Jamboree and the City of San Juan Capistrano, other Salida del Sol stakeholders include the County of Orange, OC Housing Authority, Bank of America, Orange County Housing Finance Trust, the California Energy Commission, and the Home Depot Foundation.
